ORDER AFFIRMING RECOMMENDED DECISION OF THE MAGISTRATE JUDGE

The United States Magistrate Judge filed with the court on May 20, 2003, with copies to counsel, his Recommended Findings of Fact and Conclusions of Law. The plaintiff filed an objection to the Recommended Findings of Fact and Conclusions of Law on June 9, 2003. I have reviewed and considered the Recommended Findings of Fact and Conclusions of Law, together with the entire record; I have made a de novo determination of all matters adjudicated by the Recommended Findings of Fact and Conclusions of Law; and I concur with the recommendations of the United States Magistrate Judge for the reasons set forth in his Recommended Findings of Fact and Conclusions of Law, and determine that no further proceeding is necessary.

It is therefore ORDERED that the Recommended Findings of Fact and Conclusions of Law of the Magistrate Judge are hereby ADOPTED . The plaintiff's appeal is DENIED and judgment is entered in favor of the defendant Portland School Committee as to all claims.
